Public healthcare does not fund every hearing aid or cover every age. The common catalogue includes hearing prostheses for patients aged zero to 26 whose permanent bilateral loss meets precise clinical criteria. This is separate from municipal social grants for older residents and personal-autonomy grants used where an item falls outside the health catalogue.
Age is assessed on the prescription date
The Valencian decision applying age restrictions sets 26 as the limit for in-ear, behind-the-ear and bi-cross hearing-aid systems. A soft bone-conduction band used before surgery has a separate limit of 18. Age alone is insufficient: the common indication requires permanent bilateral sensorineural, conductive or mixed hearing loss that cannot be treated otherwise, with loss above 40 decibels in the better ear, averaged at 500, 1,000 and 2,000 hertz.
This excludes a purchase based only on a commercial test, unilateral loss that does not fit another catalogue product, or hearing difficulty without clinical assessment. The pathway starts in public healthcare, where a specialist confirms the diagnosis, alternatives and appropriate prosthesis type.
Prescription comes before choosing a supplier
The Valencian orthoprosthetic benefit covers prescribing, dispensing and individual fitting by an authorised establishment. The specialist prescription and catalogue item should be established before ordering the device. Comparing models is sensible, but paying for additional technology does not mean it will be covered: funding follows the prescribed category and the current maximum amount.
The supplier must fit the device and document what was dispensed. The family should retain the prescription, detailed original invoice and any validation record. They should also know the fitting-review schedule and warranty; initial funding does not replace audiological follow-up.
When the cost was paid in advance
GVA procedure 1461 allows reimbursement to be requested where entitlement to the orthoprosthetic benefit is recognised and the patient bore the cost. The window remains open for four years after the event. The application requires the signed form, a copy of the public specialist’s prescription, the original invoice identifying the product and amount, and bank details.
It can be filed electronically or through accepted in-person registers and is processed by the territorial health directorates in Alicante, Castellón and Valencia. The existence of a reimbursement procedure does not cure a purchase made without prior prescription or guarantee recovery of the full price: the catalogue and its funding ceiling still determine the amount.
What happens from age 27
The ordinary hearing aid in the common catalogue is no longer included through this route after the age limit. That does not automatically create entitlement to another grant. Municipal social programmes or disability support calls may exist, each with its own age, income, recognised-disability and deadline rules. València city has a municipal benefit for residents over 60, already covered in a separate article; no coverage should be promised between those age bands without checking a specific scheme.
Two changes would justify updating this guide: a national revision of the age or hearing thresholds, and an update to the Valencian external-prosthesis catalogue. The individual case also needs earlier review if the specialist changes the diagnosis, recommends a different system or schedules clinical replacement of the device.
