Advanced telecare in Valencia is accessed through the dependency care system

The service is not ordered as a stand-alone alarm button: it must be included in the Individual Care Programme and can be requested with a new claim or a review.

The call pendant used to summon help from home is only the visible part of advanced telecare. In the Valencian Community, the service belongs to the public dependency care system. It is not obtained as a stand-alone purchase: it must be awarded through the beneficiary’s Individual Care Programme, known as the PIA.

The route depends on the status of the case. A person who has not yet been assessed can list telecare among their preferences in the initial dependency application. Someone who already has a decision can use the regional government’s form to request different preferences, additional support or a PIA review. The regional catalogue lists telecare alongside home help, day centres and residential care.

A service tied to an individual assessment

An application leads to an assessment of the person’s needs in their usual surroundings. The proposed PIA then identifies the service or combination of support best suited to them. Selecting telecare therefore records a preference; it does not by itself guarantee that the service will be awarded.

Applications are normally channelled through municipal primary social services, which prepare the social report, although the Generalitat also accepts the other statutory registration routes. Telecare has its own additional form. Where a representative or de facto carer acts for the applicant, evidence of that role is also required.

The starting condition is effective residence in the Valencian Community and eligibility for Spain’s dependency care system. The general rule requires five years’ residence in Spain, including the two years immediately before applying. Law 39/2006 provides specific arrangements for children and returning Spanish emigrants.

When a care plan has already been approved

A person with an approved dependency level and PIA does not have to restart the whole process when their circumstances or support needs change. They can request a PIA review so that telecare is considered. If their level of autonomy itself has changed, they can instead seek a review of the dependency assessment and supply evidence of improvement or deterioration.

It is worth finding the current decision before filing anything and separating a dependency-level review from a change of service preferences: the procedures are connected but not interchangeable. The reliable reference is procedure 3256 on the Generalitat’s online portal, where the current forms are published. This article should be updated if the process, compatibility rules or telecare form changes.
