Spain’s social electricity tariff cuts bills by up to 57.5% in 2026, but only on PVPC contracts

The 2026 discount is 42.5% for vulnerable consumers and 57.5% for severely vulnerable households; applicants can switch to the regulated tariff at the same time.

A household on a free-market electricity deal does not receive Spain’s social tariff simply because its income is low. The discount only applies to the regulated PVPC price at the applicant’s main home, and the applicant must be named as the contract holder. Those are the two checks most likely to prevent an unsuccessful application.

Throughout 2026, the exceptional discount is 42.5% for a vulnerable consumer and 57.5% for a severely vulnerable consumer. Royal Decree-law 2/2026 set both rates from 1 January to 31 December. The reduction does not cover unlimited electricity use: it applies up to an annual cap determined by household size and circumstances, with consumption above that limit billed at the undiscounted PVPC rate.

The company named on the bill is the first clue

PVPC is available only from designated reference suppliers, not from every free-market company, and contracted power must be no more than 10 kW. A qualifying household on another tariff does not have to arrange a separate switch first: the social-tariff application includes consent to move to PVPC with the chosen reference supplier.

A change of account holder can also be requested at the same time if the eligible person is not named on the supply contract. Applications go to a reference supplier through its accepted channels —email, post, telephone or an office where available— rather than to the regional government or the local council.

Income, large families, minimum pensions and minimum-income support

Vulnerable status can be based on household income, a valid large-family certificate, certain minimum pensions where other annual income does not exceed €500, or a member receiving Spain’s minimum-income benefit. Under the income route, the standard threshold begins at 1.5 times the 14-payment IPREM index and rises for each additional adult and child.

The threshold increases by one IPREM point in specified circumstances, including recognised disability of at least 33%, gender-based violence, terrorism victim status, level II or III dependency, or a single-parent household with at least one child. Severely vulnerable status generally requires income at or below half the relevant household threshold.

The usual paperwork includes the application, identity documents for the contract holder and household members, current municipal registration and civil-registry documents establishing the family unit. A large-family certificate is supplied where relevant. Special circumstances are certified by the competent social services; the ministry stresses that this sensitive supporting material is not submitted directly to the electricity supplier.

The reduction starts when the file is complete

Entitlement begins on the first day of the billing cycle in which the supplier receives the complete application and any required evidence. An application missing the registration certificate or proof of household composition can therefore delay the financial benefit, although the subsequent transfer to PVPC must not do so.

Renewal is normally automatic every two years if the conditions remain satisfied and the necessary consent from household members aged over 14 with legal capacity is available. Large families are the practical exception: the benefit continues while their certificate remains valid, but they must submit a fresh application and full paperwork when it expires.

The enhanced percentages expire on 31 December 2026. A legal change to the rates, the IPREM index or consumption caps would be the trigger for updating this information.
