New DANA Adam grants offer €2,000 for cars and €10,000 for businesses

The two schemes total €20 million, require vehicles to be written off and are due to accept applications from 2 November to 1 February.

Losing a car and having to close a business are different forms of damage, and the new grants approved by the Valencian government will deal with them through separate schemes. The package allocates €10 million to vehicles declared a total loss and a further €10 million to affected retailers, tourism businesses, industry, farms and livestock operations. The announced application window for both schemes runs from 2 November 2026 to 1 February 2027.

The figure most private motorists will look for is up to €2,000 for a car, rising to €2,500 when it is adapted for a person with reduced mobility. The amount varies by category. Information released after the regional cabinet meeting puts the lowest payments at €200 for motor cultivators and €250 for mopeds; vans may receive up to €5,000, lorries €9,000 and buses or coaches €15,000.

Damage alone is not enough. The vehicle must be declared a total loss as a direct result of the flooding on 18 and 19 October. Individuals and legal entities may apply, and one grant can be awarded for each vehicle that meets the rules, but the same vehicle cannot receive the payment twice.

Insurance claims and the regional grant can be combined

The grants may be combined with other public support and payments from an insurer or Spain’s Insurance Compensation Consortium, but the total cannot exceed the value of the loss. The Consortium says extraordinary flooding is covered when the property was protected by a policy in force. For a motor vehicle, even compulsory third-party insurance is sufficient to submit a claim for extraordinary flood damage.

Individuals will be able to apply to the Generalitat online or in person at PROP public service offices, registry offices in affected town halls and other authorised registers. Legal entities must apply electronically. The regional grant application and the Consortium claim are not substitutes for one another. Insured owners should report the loss promptly and keep the claim number, photographs, vehicle documents and any total-loss assessment.

The decree still needs to spell out what evidence will be accepted and how vehicle records will be checked. Until the Generalitat publishes and activates the procedure on its electronic portal, forms created for the October 2024 DANA should not be used: they belong to a different disaster and a different set of rules.

€10,000 for businesses, including those forced to stop

The second scheme provides €10,000 for an eligible retail, industrial or tourism business. It is not limited to premises where water entered: it also covers a real interruption or restriction caused by the flooding, access problems or civil-protection measures. The business must be based in a municipality listed by the decree and remain active, or commit to reopening within six months of receiving the grant.

The initial €10 million allocation is divided into €2.5 million for retail, €1 million for tourism establishments, €500,000 for industry and €6 million for agricultural businesses. The announced agricultural rates include up to €15,000 for livestock facilities, €6,000 per affected hectare of irrigated land and €4,000 per hectare of dry farming. These headline figures do not mean every farm automatically receives the maximum: the type of activity, area and documented damage must fit the final rules.

Business applications will be electronic only. Before the window opens, applicants can gather photographs, inventories, invoices, insurance reports and evidence of closure days or blocked access. The Valencian government says the affected list has grown to 41 municipalities with the addition of Tormos, but eligibility depends on the annex published with the decrees. The official text must confirm the territorial list and exact evidence required.

These two schemes bring the regional government’s approved DANA Adam support to €43.5 million. That figure combines the new programmes with earlier funding for household belongings, rehousing and urgent council costs; it is not an amount available to each applicant. Publication of the decrees and application links will be the next decisive milestone because they will set the detailed rules used to decide claims.
