A mobility parking card gives access to general reserved bays, but does not itself provide an exclusive space outside a home. València has a separate procedure to personalise a public-road bay for a named person and vehicle.
Procedure TR.AR.30 is available online or through a registry office. Adults and children need a parking card and a favourable reduced-mobility assessment, while other conditions differ.
Adults need their own adapted vehicle
An adult must own the adapted vehicle, supply its registration document and hold a valid driving licence recording the locomotor limitation. They must also declare that they can transport themselves independently.
There must be no accessible personal or family garage at the home or workplace and no adequate reserved bay within 50 metres. An existing bay may be deemed insufficient if regularly used by other eligible drivers. Workplace applications also require an employment contract or company certificate stating location and hours.
Children require an OMAD report
A parent or guardian applies and declares that no suitable garage or bay exists within 50 metres. The Municipal Disability Office must support the need and identify the authorised vehicle.
Applicants accept installation costs and the annual fee. For a permanent 24-hour reservation, the published amounts are €318.54 in Zone I, €159.15 in Zone II and €79.66 in Zone III, payable when notified by the council.
General accessible bays are not personalised spaces. The conditions and fees refer to the current Mobility Ordinance; any regulatory, distance or price change would require an update.
