Changing the name linked to a Valencian pet microchip requires a vet

Owners can update contact details in RIVIA, but registration, transfer and removal after death or relocation require an authorised vet.

Handing a dog, cat or ferret to another person does not automatically change the name linked to its microchip. In the Valencia region, an authorised RIVIA vet must record the ownership transfer at the request of the old and new legal keepers.

Valencian Law 2/2023 says the change must appear in the register within two working days and be validated within five working days of the transfer. Outdated ownership can hinder the animal’s return if it is lost.

Changes owners can make directly

RIVIA’s legal-keeper area allows users to view registered animals, download the certificate, update addresses, telephone numbers and email, and report loss or theft. Loss or theft must be reported to RIVIA within 72 hours, alongside notice to the council and the appropriate police report.

Initial registration, adding an animal from another register, changing ownership and obtaining duplicates go through an authorised vet. An ordinary transfer involves both old and new keepers.

Death and relocation must also be recorded

Death or relocation to another region or country is reported through a collaborating vet within three working days. Destination registration rules also apply.

Dogs, cats and ferrets must be identified before any transfer and before compulsory vaccinations. This article should be updated if Law 2/2023 deadlines or RIVIA services change.
