Valencian inheritance and gift tax relief can leave a very small bill, but it has not abolished the tax or the duty to file a self-assessment. Form 650 is used for an inheritance and form 651 for a lifetime gift. Skipping the return because little tax is expected can jeopardise relief or lead to surcharges.
The most generous rule gives spouses, descendants and ascendants in groups I and II a 99% regional rebate on the tax bill in qualifying cases. Since 1 June 2026, specified blood relatives in group III — siblings, aunts and uncles, and nieces and nephews — receive 25%. Legislation provides for this to rise to 50% from 1 June 2027.
Six months for inheritances, one month for gifts
The general inheritance filing deadline is six months from death. Each heir or beneficiary files a self-assessment, while any extension must be requested during the first five months. Gifts have a much shorter deadline: one month from the act or contract.
The Valencian Tax Agency identifies the recipient as the taxpayer. Form 651 can be filed online with a digital certificate and requires the relevant supporting documents. Relief based on family relationship or disability must be evidenced.
Location and asset type determine the competent office
For a gift of real estate, competence follows the location of the property; for other assets, it follows the recipient’s habitual residence. Inheritances have their own connecting rules, so an heir’s Valencian residence alone does not establish that regional rules apply.
A gifted home may also produce separate personal income tax consequences for the donor and municipal land value tax. These are not part of gift tax, but should be calculated before signing because they can change the overall cost.
The taxable-event date determines the relief
The 2026 expansion follows the date of the inheritance or gift, not the later filing date. The precise legal relationship, the recipient’s previous wealth and the asset type also matter. A headline figure such as “99%” therefore cannot replace an individual calculation or compliance with formal requirements.
This article should be updated on 1 June 2027, when the group III relief is scheduled to rise to 50%, or earlier if rebates, forms or deadlines change.
