Cl@ve or an ACCV digital certificate: which you need for Generalitat paperwork and how to get it

These are the two things people most often visit PROP offices for. We explain which to choose, how to get them and what to do if you cannot use either.

To deal with the Generalitat Valenciana online you need to identify yourself with Cl@ve, a digital certificate (the ACCV one is free) or an electronic ID card. According to the Generalitat’s own service records, requesting an ACCV certificate and obtaining Cl@ve are the most frequent queries at its PROP offices. This guide explains which suits you, how to get it and what to do if you still cannot complete a procedure online.

Cl@ve or certificate: the practical differences

  • Cl@ve is the Spanish public administrations’ identification system. It works with a username and password (Cl@ve Permanente) plus a verification code, or with the Cl@ve app. You do not need to install anything on your computer, and it works for the Generalitat’s e-office, the GVA +Salut health app, the Tax Agency and Social Security.
  • A digital certificate is a file installed on your computer or phone that identifies you and lets you sign documents. In the Valencian Community it is issued free of charge by the Agency for Technology and Electronic Certification (ACCV); FNMT certificates and the electronic ID card also work.

If you only deal with the administration occasionally, Cl@ve is usually easier. If you do a lot of paperwork, handle matters for other people or often need to sign documents, a certificate causes fewer problems in the long run. Many people have both.

How to get Cl@ve

There are four ways to register:

  1. Online with a digital certificate or electronic ID, if you already have one.
  2. Online with an invitation letter: you request it on the Cl@ve website and receive a code by post at your tax address.
  3. By video call, with your identity document to hand.
  4. In person at a Cl@ve registration office, such as Tax Agency or Social Security offices, with your DNI or NIE.

You then activate your account and choose a password. Check that the linked mobile number is yours, because that is where codes will be sent.

How to get an ACCV digital certificate

  1. Find a User Registration Point (PRU) with the locator on the ACCV website. There are points in Generalitat PROP offices, many town halls and universities. Most require an appointment; for PROP offices, book on 012.
  2. Go in person with a valid DNI, NIE or passport. In-person identification is compulsory. You will be asked for an email address and phone number.
  3. Generate and download the certificate on the ACCV generation website using your NIF or NIE and the code you are given at the registration point.
  4. Back up the file and keep the password safe. You will need it to import the certificate on a new computer.

The ACCV citizen certificate is free for anyone with a DNI or NIE.

Signing fails on the Generalitat’s e-office: fixes

  • Install AutoFirma, the Spanish government’s signing application. Without it, certificate signing will not start in many procedures.
  • Check that your certificate is installed and valid. The ACCV website has a page to verify that it works properly.
  • Use an up-to-date browser and allow pop-ups for the e-office.
  • Try Cl@ve if the certificate gives an error: many procedures let you identify and sign with Cl@ve.
  • Run the procedure simulation offered by the Generalitat to check your computer is ready before a procedure with a deadline.

If you cannot or do not want to do it online

As a private individual, you are generally not obliged to deal with the administration electronically. You can submit your application on paper at a registry office such as a PROP office. The law also requires administrations to help you use electronic means: an authorised official can identify you and sign on your behalf at the registry if you consent.

Grant calls with short deadlines tend to overwhelm offices. If you have one of those procedures coming up, get Cl@ve or a certificate weeks in advance.

Frequently asked questions

How much does the ACCV digital certificate cost?

Nothing. The citizen certificate is free for people with a DNI or NIE.

Can I get an ACCV certificate online without visiting an office?

Not the first time: identification at a registration point must be in person. Generating and downloading the certificate is then done online.

Does Cl@ve work with the GVA +Salut app?

Yes, and it is the login method that unlocks the most features, such as your electronic health record. We explain it in our guide to getting a GP appointment.

Which Generalitat procedures can I complete with these systems?

Almost all of them: from the large family certificate to complaints and dependency care applications.
