An email announcing a Valencian Government notification is not itself the administrative decision, nor does the deadline begin merely because the message reached an inbox. After identification, the document is opened in the Citizen Folder or the Communications System. Waiting for another message can have consequences: failure to receive the alert does not invalidate the notification.
Opening the document records the date
Under Law 39/2015, an electronic notification is served when the interested person or their representative accesses its content. The system records the date and time of that access. The particular period stated in the decision for submissions, corrections, an appeal or another required action is calculated from that point; there is no single response period for every notification.
Where electronic service is compulsory or was expressly chosen, the notification is deemed rejected if ten calendar days pass after it was made available without being opened. Rejection does not make the case disappear: the procedure may continue. Those ten days are the access window, not a universal deadline for responding to the document.
The Citizen Folder contains more than notices
The Generalitat’s Citizen Folder brings together electronic notifications, receipts for authenticated procedures, unfinished applications, representation records and some information on active cases. The electronic office warns that not every case has yet been incorporated and that procedures completed without authentication are not recorded there.
Access uses the identification systems accepted by the Generalitat, including Cl@ve for individuals and recognised electronic certificates. The identity must match the recipient. A communication addressed to a company cannot be opened with just any personal certificate: the method used must prove the relevant identity or representation.
The alert does not replace checking
An email or device message is informational. State rules say that failure to send it does not prevent the notification from being valid. Anyone required to communicate electronically —including companies and the other groups in Article 14 of Law 39/2015— or anyone who selected that channel should therefore check the official space regularly, including during holidays or after changing email address.
For an expired notification, the Valencian electronic office says the documentation should remain visible and directs the recipient to the issuing body for advice on access or acceptance. The same body should be contacted if the document is blank, the decision is missing or it cannot be downloaded. For blocked pop-up windows, official help recommends allowing them or trying another browser.
Judicial communications follow different rules
This ten-calendar-day rule concerns electronic administrative notifications. Communications from courts and tribunals may be governed by different periods and rules, and should not be confused with the general administrative inbox. In every case, the receipt, traceability report and downloaded file provide useful evidence of when access occurred and what document was received.
