The Valencian General Policy Debate has produced 55 announcements covering healthcare, housing, taxes, education and infrastructure across all three provinces. Regional president Juanfran Pérez Llorca presented them in parliament on Monday as a programme backed by funding and a timetable. For residents, however, they do not all begin now: some have a near-term date, others depend on a formal application round, and several require legislation before they can take effect.
The largest stated allocation is the €2.459 billion Avancem Salut health plan. It includes more than 2,000 additional hospital beds between 2026 and 2028, over €120 million to build, expand or refurbish 32 primary-care facilities, and round-the-clock urgent-care points. The package also covers meningitis B vaccination for 12-year-olds, an expanded newborn heel-prick screening programme and a regional centre for people with motor neurone disease.
These are commitments announced by the head of the regional government, not services that can already be requested. The list released after the speech does not yet identify which facilities will receive each project, when the vaccine will be added to the schedule or which health districts will open the new urgent-care points first. Those details will need to appear in government decisions, budgets, tenders or Health Department instructions.
A firm date for the inclusion income scheme
One of the most specific announcements is the entry into force of the revised Valencian Inclusion Income on 20 October. Pérez Llorca put its budget at €228 million and said it would reach more than 56,000 people. The implementing rules and application information will need to explain how the change affects pending claims and existing recipients.
In education, the president said the main tenders to rebuild schools destroyed by the 2024 floods would begin in October. He also announced a second €500 school-material payment for affected pupils, ten new schools during the current academic year and the rollout of the €140 million EduClima classroom-temperature plan between 2026 and 2029. The €500 payment still needs a formal call setting eligibility, documents and deadlines; the speech itself did not open applications.
Plans to treat households with two children as large families also require further action. The change could affect discounts and benefits, but it needs an amendment to the rules and must specify when recognition begins, what certificate will be issued and which regional benefits it covers.
Rent support, first homes and driving licences
The housing announcements include €60 million in rent support, a Generalitat-funded insurance policy for owners who put empty homes on the affordable-rental market, and an increase in the maximum age for access to the Valencian Finance Institute mortgage guarantee, from the current limit to 50. Buyers under 35 were also promised €1,000 towards notary, land-registry and administrative fees on a first home.
None of those announcements yet allows a new application to be filed. The eventual rules must set income ceilings, eligible purchase or contract dates, maximum prices and compatibility with other support. The same caution applies to the €300 payment for 18- to 24-year-olds obtaining a driving licence: it is not yet clear whether it will cover enrolment, official fees or training already paid for, or from what date.
On tax, Pérez Llorca announced another reduction in the regional section of personal income tax, deductions for hearing aids and veterinary bills, a 10% cut in the water levy and a 3% across-the-board reduction in Generalitat fees. Tax announcements do not automatically change returns or bills; they must be written into the relevant legislation and state the tax year from which they apply.
Projects spread across the three provinces
The speech included three vehicle-inspection stations in Onda, Segorbe and Torrent, 16 new vehicles for Metrovalencia and six for the Alicante TRAM. Road projects mentioned included the CV-60 between L’Olleria and Gandia, widening the CV-95 between Orihuela and Torrevieja, the Ceramics Axis and bypasses in Castelló, Elche, Vilamarxant and Ontinyent. A further €200 million was assigned to flood-protection and water-cycle works.
The Generalitat also plans to extend floodable-park projects to the Aiguadoliva ravine in Vinaròs and the River Montnegre area between Tibi and El Campello. The geographical spread is wide, but the list combines projects at very different stages: completing, tendering, processing and drafting are not interchangeable. The meaningful dates will be the publication of contracts, environmental approvals and the actual start of construction.
The debate continues on Wednesday, 30 September, when parties’ resolutions are put to a vote. That will reveal the political support behind individual proposals, but delivery will then depend on budgets, application rounds and official gazettes. Until those documents are published, the figures and dates in Monday’s speech remain government commitments rather than rights that residents can already claim.
