People with a recognised disability do not need to carry the full administrative decision whenever they must prove their status. The card issued by the Generalitat serves that purpose when shown with identification, but it does not award a disability degree or replace the assessment procedure.
Applicants must live in the Valencian Community and normally have a recognised degree of at least 33%. Eligibility also covers pensioners with total, absolute or severe permanent incapacity and public-service pensioners retired because of permanent incapacity. The application may be filed by the person concerned, a legal representative or a de facto guardian.
Applications remain open throughout the year
This is not an annual grant call. The Generalitat form can be submitted online or through authorised registers and offices. Where access to official records is not authorised, the administration may request identification, proof of local registration and, for eligible pensioners, the relevant Social Security or public-service decision.
An incomplete file triggers a ten-day period to supply missing material. The official procedure gives the administration up to six months to issue the card and says it is sent to the notification address. Waiting for it does not affect the validity of the decision that already recognises the disability.
When a replacement is needed
The card’s validity follows the underlying disability decision or qualifying pension. A change in personal details or degree, as well as loss, theft or damage, requires reissue. When details or the percentage change, the former card must be returned.
Spanish rules provide a common format and nationwide validity for cards issued under the current assessment system. Individual benefits, discounts and services still retain their own conditions: the card proves recognised status but does not automatically establish entitlement to every scheme.
