A dependency application does not begin by choosing residential care, telecare or a family-care payment. The case starts with primary social services at the council where the person is registered. Assessment follows, and an Individual Care Programme determines the appropriate support.
Health and residence evidence are central
The standard form requires a health report and historical registration certificates proving five years residence in Spain, including the previous two. For children under five, the custodian’s history is used. Bank details and any disability certificate issued elsewhere are also required when applicable.
The applicant, representative or recognised supporter may file. There is no fixed age, but a statutory dependency level and residence conditions are required.
Three months for the level, then support allocation
The region sets three months to decide the dependency level. Access to a service or payment then requires the care programme. The official procedure describes positive administrative silence after six unresolved months, with the stated effects once level and support are determined.
