Listing a flat on a platform does not make it a legal holiday rental. In the Valencia region, the decisive first document is a favourable municipal planning-compatibility report for tourist use. Without it, the declaration to the tourism authority can be rejected.
The free self-registration service is open year-round but is exclusively online and requires a digital signature. It covers starting, changing or ending the activity. Operators of up to four homes register as holders; managing five or more makes them a management company.
The municipal report comes before registration
The home needs an individual cadastral reference, an occupancy licence or equivalent title, civil liability insurance and applicable technical conditions. Where a council has suspended licences or changed planning rules, the compatibility report cannot be more than six months old.
The procedure identifies the activity holder and the owner if different, and includes declarations of compliance. A missing or unfavourable report prevents registration.
The registration number belongs in every advert
After registration, the authority issues a number that must appear in advertising together with the exact location. The regional category covers an entire home, not individual rooms.
Tourism registration does not override council decisions, owners’ association rules, tax duties or guest-reporting obligations. This article should be updated if Decree Law 9/2024, registration validity or national short-term rental rules change.
