Driving schools put Valencia’s licence-test backlog at 50,000 people

The sector estimates waits of four to six months after theory tests. A passed test remains valid for two years under DGT rules.

Driving schools now put the number of people caught in Valencia’s licence-test pipeline at about 50,000, up from close to 48,000 at the end of July. The increase reported after August extends delays that can leave someone who passes the theory test waiting months to start lessons and can raise costs when training loses continuity.

The figure comes from the Valencian Community Federation of Driving Schools, not from a published DGT administrative dataset. Its president, Juan Carlos Muñoz, told Radio Valencia that the interval before practical lessons begin is running at four to six months. It is a sector estimate for the region and does not establish the wait at every school or for every learner.

The estimate follows the pattern reported during the summer. In early August, the same federation counted about 48,000 people in the pipeline, nearly 20,000 of them in València and its metropolitan area. À Punt reported in April that the total was close to 50,000 and practical-test waits were five to six months, based on accounts from driving schools.

A passed theory test has a deadline

The DGT says a passed test remains valid for two years. If the licence is not completed within that period, the candidate must retake all the tests. One fee provides two attempts: failing twice, whether in the same test or across theory and practical tests, requires a fresh application and another fee.

Someone moving to another city can transfer their file and keep the theory pass during those two years, according to the official guidance. A transfer does not guarantee an earlier date. Before changing, candidates need to ask about the actual wait at the destination school and when it can submit them, as driving schools say demand has also spread to nearby provinces.

The interval between attempts creates costs beyond the official fee. When lessons stop or the test arrives long after preparation, learners may need extra sessions to recover their skills. The sector links that loss of continuity to a more expensive route to the licence.

The regional estimate now needs a public breakdown by province, candidates ready to sit the practical test and people who have only passed theory. That distinction would make it possible to measure the operational backlog and track whether staffing changes shorten the interval between preparation and the test.

The next meaningful update will be a DGT breakdown or a measurable change in dates assigned by provincial offices. Until then, 50,000 should be read as the driving-school federation’s current estimate, not as an individualised administrative register.
