Valencian disabled parking cards are issued by local councils and are not tied to one car

The permit is personal, can be used when its holder drives or is a passenger, and does not allow parking across driveways, crossings or emergency exits.

A disabled parking card in the Valencian Community is not requested directly from the regional government and does not belong to one particular car. The application goes to the council where the person lives, and the permit follows its holder: it can be used when they drive or when somebody else transports them.

Nor is any recognised disability percentage enough on its own. Valencian rules require an official finding of reduced mobility or, in specified cases, severe visual impairment: corrected acuity of 0.1 or below in the better eye, or a visual field of ten degrees or less.

The council grants it; the regional register prevents duplicates

The applicant starts the local procedure with the documents required by their council. Before issuing the card, the council obtains a number from the Valencian parking-card register. The council, not the citizen, completes that step, allowing the register to check that no other valid card exists in the same name.

There are ordinary and temporary cards, as well as permits for vehicles devoted to collective transport of disabled people. Only the collective-transport version is linked to a registration number. An individual card may be used in different vehicles, provided its holder is actually travelling in them.

The original must be displayed so it is visible and legible from outside. A photocopy or a picture on a phone does not replace the card. Enforcement officers may ask the holder to prove their identity.

What it allows — and what remains prohibited

The card gives access to reserved bays and is valid throughout Spain. It also allows parking in time-limited zones for the necessary period, use of loading bays under local conditions, access to resident-only areas when the destination is inside, and an application for a reserved space near home or work where need is established.

Those rights do not override safety rules. The card never permits parking on pedestrian crossings or pedestrian areas, across driveways or emergency exits, in security exclusion zones or anywhere stopping is prohibited. It does not allow a vehicle to obstruct traffic. Local bylaws may set the detail for controlled parking and loading areas, so the relevant council’s rules matter when travelling.

A timely renewal should not create a gap

Valencian regulations advise applying during the three months before expiry. An on-time renewal extends the previous card’s validity until the application is decided. The same continuity applies when renewal is sought within ninety calendar days after expiry, provided the qualifying conditions remain satisfied.

A theft replacement requires a police report; a damaged card must be surrendered. When a new card is issued, the old one is returned to the council.

This article should be reviewed if the regional decree, assessment criteria, register or local conditions of use change.
